Choose FAFSA or ORSAA — Oregon aid application route
Higher Education Coordinating Commission — Office of Student Access and Completion (OSAC) · Shared Oregon or institution-specific route
Official decision guidance for choosing an aid application, including the 2027-28 mixed-status-family ORSAA route.
Publisher reports applications open: Applications are available; a submitted application is not an aid award.
How to apply: start, prepare, submit and follow up
Amount or support
Award depends on program and current funding.
Start here: Read OSAC’s award-year FAFSA/ORSAA guidance before choosing a form. For 2027-28, FAFSA-eligible students choosing ORSAA forgo federal aid and Oregon Promise; use the current-year guidance rather than the older 2026-27 quiz alone.
1. Is this for me?
Form eligibility depends on the academic year and personal/family circumstances. For 2027-28, OSAC expands ORSAA to include Oregon students from mixed-status families; its information page also permits FAFSA-eligible Oregon students to choose ORSAA. That choice forgoes federal aid and Oregon Promise and may exclude some institutional aid. International student visa holders are excluded from ORSAA.
Service area: Oregon; confirm program-specific location and institution requirements.
2. What should I prepare?
Some documents may be conditional. Ask about alternatives. Checkmarks are temporary and are not saved or sent.
3. Where and how do I submit?
Submit FAFSA online to Federal Student Aid at https://studentaid.gov/h/apply-for-aid/fafsa, or submit the award-year ORSAA to OSAC using OregonStudentAid.gov/fafsa-orsaa and the OSAC Student Portal. Choose the correct academic year and complete all required signatures.
- Read OSAC’s guidance for your attendance year. The older FAFSA/ORSAA Filter Tool is labeled for 2026-27; use the expanded 2027-28 instructions when applying for 2027-28.
- Choose FAFSA or ORSAA after checking the aid consequences. ORSAA does not provide federal aid, and FAFSA-eligible students choosing ORSAA cannot receive Oregon Promise for 2027-28.
- Create the student and any required contributor accounts, select the correct academic year, and enter the colleges you want to receive your application.
- Complete every required signature and submit. For 2027-28 ORSAA, confirm the progress bar is 100% and the status says Submitted; save the completed PDF.
- Review FAFSA Submission Summary or OSAC messages, correct errors, and complete any separate grant, scholarship or college requirements.
Timing: The 2027-28 FAFSA and ORSAA are open as of this additional review. State programs, scholarships and colleges have separate deadlines; filing an aid form is not an award.
4. What will it cost?
FAFSA and ORSAA are free to submit.
5. What happens after I submit?
FAFSA: review your Submission Summary and school requests. ORSAA: confirm 100% progress and Submitted status, save the completed PDF, and ask the college about additional aid steps.
6. What if something goes wrong?
FAFSA corrections go through your StudentAid.gov account. For 2027-28 ORSAA corrections, open OSAC Student Portal → Dashboard → State Financial Aid Forms → ORSAA → start revision; update, e-sign again with any required parent, and resubmit to 100%.
Language, disability and offline help
OSAC provides English/Spanish ORSAA tip sheets. ORSAA help: ORSAAHelp@hecc.oregon.gov or 541-687-7400 option 3. FAFSA help: Federal Student Aid, 800-433-3243.
ORSAA is not used for federal aid. For 2027-28, FAFSA-eligible students choosing ORSAA lose access to Oregon Promise and some institutional aid. Confirm individual program rules.
